Tube - Of Choice - I have used Breast Cancer Awareness Bonus Tube By Keith Garvey
which you need a license to use

Plug In: Eyecandy 4000 Gradient Glow
A Working knowledge Of PSP

Lets Begin With My Tutorial

Open PSP and your Tube and Mask.
Open a New 600 x 600 Resolution 200
Open and Copy Frame 1
Paste as new Layer
Copy and Paste Your Tube as a new raster layer, I have Resized Mine By 90%
Plug-in Eyecandy 4000 Gradient Glow with the following settings:-
Basic: Glow Width 15, Soft Corners 25, Overal Op100 and make sure Draw Only Outside Selection is ticked 
Color: #fea6e1
With your Eraser Tool rub out the bottom part of your tube
Layers Merge Visable and Move silightly Up on your canvas
Copy and Open The Following Elements 
Add The Following Drop Shadow aswell
V&H 2, Op 80, Blur 1 and Color #fea6e1
Repeat with V&H -2
BCA Heart Ribbon - Resize By 30%
Rose With Feathers - Resize By 30% - Mirror- Rotate Left 22%
Flower - Resize By 20% - Layers Duplicate and Mirror
Flower - Resize By 20% - Layers Duplicate and Mirror
Dove - Resize By 50%
Deco - Rotate Right By 11%
Candle - Resize By 50% - Free Roatate Right By 11%
Butterfly - Resize By 50% - Free Rotate Left By 44%
Diamond - Resize By 50% - Mirror
Open Paper 10 - Layers  - Promote Background Layer to raster
Layers - New Mask Layer - From Image - Select Vix_Mask431
Make sure Source Luminance is Checked and Invert Mask Date is Unchecked.
Copy Merged and Paste on Working Image as New Layer.
Layers - Arrange Send To Bottom - Resize By 80%
Edge Effects - Enhance
Acivate Your Top Layer 
Layers New Raster Layer - Add All Copyright Info or Credits
Layers New Raster Layer - Add Watermark
Activate Text Tool
Select Font Of Choice I have used Script MT Bold, Size 48 Stroke 2 and Bold
Foreground Color - #d44195
Background Color - #fea6e1
Type Your Name
Place on Tag where Desired 
Use Same Drop as before
Adjust - Sharpen - Sharpen More
Save as Png and Name Your Tag
All Done!!!
